Phase II Sector Update

The Ministry of Health initiated development of the first version Key Performance Indicator (KPI) Framework for Mental Health and Addiction Services to promote national quality improvement efforts in the sector. It is intended that the Framework will lead to active benchmarking where services can learn from each other about the practices that lead to improved outcomes for service users.

The design of the first version KPI Framework for New Zealand Mental Health and Addiction Services was completed in 2007. Copies of the KPI report detailing the Framework and the design process can be obtained via the NDSA or online at Counties Manukau DHB website.

This project has been underway since December 2008 and concludes at the end of June 2010. 

The KPI project has involved participants coming together in benchmarking forums where they share information about their performance on each of the ten Test Phase indicators.  This has enabled participants to understand and investigate variations in performance and learn about the practices that lead to good performance and ultimately to improving outcomes for service users.

Work is currently being undertaken on the evaluation of the project, the KPI Framework and the benchmarking process. 

There are two key deliverables that will be published at the conclusion of this project:

§          An indicator review document. This will detail evaluation of the ten Test Phase indicators against specific criteria and an overview of the supplementary indicators developed during the test phase

§          A final report. This report will provide a full commentary on the project, the methods used and the findings as a result of the activity over the project’s duration.  The KPI data will be appended to this report

  Work undertaken since the last sector update includes:

§          Benchmarking forum 4 in March 2010. This was the final forum and was attended by participant DHBs, NGO partners and non-participating project group members including the Ministry of Health and the Mental Health Commission

§          Finalising data for the two submissions for 2007/08 and 2008/09

§          The evaluation workshop in April 2010 in which participants agreed the data to publish, the contents of the indicator review document, the communications plan and the final steps in the project

The Ministry is currently considering options for progressing the work to Phase III. Progressing to the next Phase would provide an opportunity to engage all DHBs, extend the involvement of NGOs and focus on ensuring the long term sustainability of the Framework. 

Next steps in the project are:

§          Development of recommendations for wider sector utilisation of the Framework

§          Delivery of the final report and indicator review document to the Ministry of Health

§          Publication and launch of the project documents
